South Africa reintroduces amended scrap export control measure
South Africa has reintroduced with amendments its price preference system (PPS) that permits scrap exports only after the material has been offered to local consumers for a period and at a discount.
Scrap exports were banned in July to allow the International Trade Administration Commission (ITAC) to investigate whether the price preference system was achieving objectives (see Kallanish passim).
