India is set to impose a definitive anti-dumping duty on imports of colour-coated and pre-painted flat products from China and the EU.

This follows a Directorate General of Anti-Dumping and Allied Duties (DGAD) investigation that found the subject imports are being dumped in India and causing harm to domestic industry. The authority has recommended the imposition of an AD duty equal to the difference between the landed value of these imports and $822/tonne. This compares to the provisional AD duty imposed in January equal to the difference between landed value and $849/t (see Kallanish 16 January). The duty would be valid for up to five years from the date of imposition of the provisional tariff.

The products under investigation fall under HS codes 72107000, 72124000, 72259900 and 72269990; however, the dumped imports have also been observed in certain other HS codes. DGAD’s investigation found dumped imports of the products totalled 412,322 tonnes in April-December 2015 on an annualised basis. This compared to 209,895t in the fiscal year through March 2015 (FY15).

Although apparent consumption rose 48% between the two periods, the dumped imports’ share in consumption also rose to 39% from 30%. Production at the domestic petitioner producers, meanwhile, only rose 6% to 591,385t.
